Teen with chain and padlock on ankle flees Tracy residence

Police arrest Tracy man, woman after a 16-year-old Sacramento teen -- wearing only a pair of over-sized boxers and carrying a heavy chain which was padlocked to his ankle -- stumbled into a local gym asking employees to hide him. The teen, whose name hasn't been released, was reported missing from a foster home in Sacramento in 2007.
